Abstrak


Entrepreneurship has become priority for several countries, mainly for developing countries, to accelerate economic development through generating new ideas and utilize them in business activities. Given this prioritization, higher education institutions (i.e. universities) are encouraged to play a more active role by considering entrepreneurship courses in higher education curriculum. The universities might respond to this challenge by developing educational programs which foster entrepreneurial mind-set among the students. In this context government encourages the universities as facilitators and catalysts to improve regional economic through forming entrepreneurs. An essential reason to foster entrepreneur in higher education for Indonesia government is number of unemployment for higher education graduated becoming greater and more limited job opportunity. Trend of increasing educated unemployment becoming national issue. Therefore, higher education or university has significant role to produce graduation which are able to create jobs. Educational orientation for creating new entrepreneur should be design seriously. The different stories of successful entrepreneurs have been long debate among researchers to prove that entrepreneurs are made or born (Garaven & O’Cinneide 1994). Relationship between institutional factors and fostering entrepreneurship might be explained by institutional theory. The theory noted that in terms of formal situation, attention of contextual factors (e.g. culture) might be measured from university support to develop entrepreneurship programs. This study aims to develop an integrated model of developing entrepreneurial for higher education graduated. The model developed from exploring entrepreneurial intention of university student from Indonesia and Australia. A comparative study will be conducted to compare best practice of educational system and impact of national culture of eastern and western context to develop entrepreneurship. Data will be drawn from universities of two countries. This research uses both qualitative and quantitative approaches to collect data
