As a long term target, it is expected that the results of this collaborative research could bring out a realistic viewpoint for the local government to develop Municipal Solid Waste (MSW) management on proper collection and utilization through people participation inspired by The Kitakyushu Eco-Town history. The short term target is to formulate strategies to develop the role of Bank of Garbage System (BGS) and Treatment Technologies (TTs) on collection and utilization of MSW integrated with the local management through comparative study with The City of Kitakyushu. BGS is a national program in Indonesia to educate people in waste collection and utilization at the level of application. However, it still operates as an informal sector without integrative plan with the MSW management of the local city. The root cause of low recycling achievement is identified using Cause-and-Effect-Diagram or known as Fishbone Diagram. SWOT analysis will formulate strategies to increase the role of BGS and TTs, while comparative study with Kitakyushu City will improve the formulated strategies. Life Cycle Analysis (LCA) will find the appropriate model for Padang Municipality. Technical characteristics of various TTs to support the BGS are also studied
